Scientists have begun to recognize the inevitability of OA in their journal submission choices and the mechanics of how the Gold version of OA works (Laakso et al., 2011). In this model, authors or their support organizations pay an article-processing charge (APC) to cover the costs of publishing. Even though it may be published by a for-profit publisher, the final paper is freely available to read online (however, license terms for reuse can vary).

Bridging the digital divide

According to UNESCO (2011), achieving global, unhampered access to scholarly scientific knowledge has its pitfalls. International cooperation is critical to creating systems that are local as well as global, flexible, reliable, and secure, in an accessible environment. A shared North and South framework for research into the development of a reliable system with scientific quality control could be a valuable instrument of development cooperation. Therefore we have organizations such as INASP and EIFL that support in bridging these divides.
